He's a true enthusiast, and has been here for a while. I truly believe that his intentions were good. :)
Instead, it is more that the odds of a single, small, private-party shipment of non-controlled/non-targeted goods coming into the US simply doesn't tend to attract much attention, and thus, due to the sheer volume of goods trafficked, typically tends to escape the duties/taxes and/or brokerage fees that's so commonly seen when importing goods into another country.
I think he simply took his - and others' - good luck, and was trying to make a case of it, when, in reality, caution, as well as the true situation, still merits that these *potential* surcharges be discussed, lest an unaware or too-naive customer makes the purchase, and then was surprised to see these added costs.
