They can try...The law regarding interference with police duties is so vaguely described that they can arrest you if they were walking down the street on patrol and you didn't move aside to let them continue walking in a straight line.
I've been pulled over for having a jammer before. The officer thought they were illegal until I challenged it.
The best way to fight a ticket is to take the time to learn the laws regarding the use of a vehicle on public roads, laser jammers, speeding, jay walking etc..There are ALOT of laws out there. Cops don't know every single law just as you don't. Sometimes they think they know something and will pull you over for it then during the process of researching the law find out there is none then just use that opportunity to hassle another ticket out of you.
Some cops will admit they were wrong and appologize for your time and let you be.
In my instance I had an officer pull me over because I had a jammer. First thing he said was "you know those are illegal right?" and I said no they're not. Then we argued a little bit. Then he ended up calling home base and checking up on it. Then once he came back it was no longer the jammer he was concerned about. It was everything else about my bike he could try to find to write me a ticket.
Here's how I see it....A jammer when used properly will protect you from tickets. If you like to leave yours on all the time. You're gonna bring attention to yourself. Make sure you know your laws. You don't want to be pulled for having a jammer and then get a ticket for having open alcoholic beverages in your front cab or hid retrofitted lights which are not DOT approved or have your car floating an inch and a half off of the ground...Chances are the officer wasn't suspsecting these things when he pulled you over, but now he has an reason to look for these things because you trumped him on his original ticket.
I took the time to learn the laws regarding everything about my bike, me and the public roads I drive on. I always enjoy it when officers pull me over for anything really...Jamming, speeding etc...Pull me over, i'd love to chat
Also having a hidden recording device always helps too. It's is an officers primary responsibility to serve and protect. Unless you get aggressive first, there is no excuse for an officer to get in your face, even if you were speeding, jamming etc..I have had officers demeanor change once they realized I was recording the incident. It helps to keep their butts in check too.
