    Portsmouth's 20mph speed limit is set to be enforced by a roving camera.
    Until now only police have dished out fines if they spot anyone breaking the 20mph limit.
    From the scheme's introduction in May 2007 until June last year they handed out just 50 tickets.
    But now Portsmouth City Council has convinced the Safer Roads Partnership, which controls speed cameras, to provide an enforcement officer to patrol city streets with a mobile camera.
    Cllr Lynne Stagg, Lib Dem cabinet member for traffic and transport, said: 'Finally, they've agreed to enforce the 20mph limit. And we will have mobile cameras, which means they can be deployed to areas where there might be a speeding problem.'
    Last year Cllr Stagg and Lib Dem council leader Cllr Gerald Vernon-Jackson threatened to pull out of the partnership.
    They said Portsmouth was not getting good value in return for its £240,100 yearly contribution, partly because the 20mph limit was not being enforced. The threat prompted a U-turn.
    Spokesman Julian Hewitt said: 'The partnership will carry out education and enforcement in the 20mph areas in Portsmouth.
    'This will consist of stopping speeding motorists and offering them the alternative of a fine and penalty points or attendance at a talk about the benefits of keeping within the limits.'
    The partnership is also stumping up £10,000 for four new vehicle-activated speed signs which flash to warn drivers of the speed limit, although it says these will be used across Hampshire and not just in Portsmouth.
    City council road contractor Colas is currently checking all 20mph signs are all in place and legal after some were moved or painted over because of roadworks.
    When this is complete, which is expected to be around the end of this month, the Safer Roads Partnership will start enforcing the limit.
    The partnership is made up of councils in Hampshire, Portsmouth, Southampton and the Isle of Wight, which all pay a contribution to its running costs.
    It runs 30 fixed cameras across the area, including seven in Portsmouth.
