I was thinking to post, "I don't even think there could be 800 troopers in the state already," so I read the article to find out. Unfortunately it's not very informative...

Currently the 33 state police detachments in the Mountain State have five troopers or less, according to John Smith, Jr., President of the WVTA.

Ok then. The way that's written says that there are 5 troopers spread among all 33 detachments, which means most of them are just an office somewhere with a secretary or something. That makes no sense, so we'll assume they meant that each detachment has five officers or less, so even the most optimistic estimate of 32 detachments multiplied by 5 officers plus one detachment with four officers says that the entire state only has 164 officers right now. I'm sure it's less than that, but the article doesn't tell us.

Anyway, with only 164 officers or less right now, why do they need to nearly quintuple that number to solve their problems, and how do they plan to accommodate them with the extra budget, cars, equipment, and whatever else they need?

You're right, that article is not very informative.
But, reading between the lines:
more troopers = more tickets + more taxes + RLCs to support them.

Two bills are calling for the minimum number of West Virginia State Troopers to have 800 officers by 2014.

Ok so it's not that they need 800 more officers, it's total, so that's 600. Texas is 400 short of their goal, I know that CHP was turning out 4 classes per year of 50+ officers for a while. This is going to become increasingly common as more and more Vietnam Era Vets hit retirement age, as many went the way of LE after being in the military, so expect a surplus of rookies out to make a name for themselves.....

Airlines and Air Traffic Controllers have had similar projections of major retirments
