Wow the PA State Safety Officer gets a high five for these comments, "Fritzi Schreffler said she doesn’t think dropping the speed limit will solve speeding problems. “If they’re going to speed, they’re going to speed no matter what,” she said.
Police enforcement doesn’t always work either, she said. Take speed traps on the highway for example.
“Everybody slows down, they get passed it and they speed back up again,” Schreffler said."
