I used to have a commercial version of a MIRT tester, since I work in the road construction industry.
The versions that a consumer can buy or emergency personnel aren't that dangerous. Since even at the high alert setting, traffic signals will still cycle through the normal 5 second green-amber-red-pause-green routine.
The unit I had could make a light go from red-green instantly, which would cause an instant accident if the intersection wasn't closed.
The real problem with these devices is that they alter traffic flows terribly. Since rather than have the advance at the intersection where the first signal in intercepted. The adjacent intersections in all 4 directions are also advanced, causing gridlock.
