From what you describe, my guess is it looks like one of these.
On its own this is not a red light camera - this is what DOT usually use for monitoring traffic levels so they can adjust the sequence of the lights.
I bet they are placed high up, on top of the traffic light pole. This also suggests to me that they are just for traffic purposes.
Some red light camera systems use similar camera housings to this(Nestor springs to mind) as part of their system for a "scene" camera to take an overview video of the whole incident.
BUT - One of the crucial components of a red light camera system is that they have to take a picture that identifies the plate of the vehicle so you normally find another camera (the main one) set back from the intersection to take a rear image of the plate and the red-light as proof it was red. (It's slightly different in California.) so if you can't see another camera system 10 to 50 feet back from the stop-bar, you can be pretty sure it's not a RLC.
In an RLC there is usually a secondary flash unit, that looks like a smaller version of a camera.

Okay...just took these pics. I guess they are traffic cameras. But my question is can they be converted to stoplight cameras at some future date? There seems to be a lot of controversy in my town about these things. People don't like having their pictures taken without approval.
