I read somewhere that laser can't penatrate glass, that is why cops can't shoot from inside their car and that is why they shoot at headlights and windsheilds.
So how does a detector see it?

That would be false, or none of the Radar Detectors with laser sensors would work -- and GoL, Roy, and Speedlabs have all shown they do.
Automative glass is engineered to reduce Infrared and Ultraviolet transmission, but that opacity/reflectivity isn't 100%, and quite enough IR gets through to allow a Radar Detector's laser sensor to function.
The reason headlights and license plates are tageted is for their superior reflectivity over other parts of the car.
I have been zapped by troopers that were in their car!

MY Laser gun works through glass just fine. i can shoot out the passenger side window when it is rolled up only difference it might reduce the range
