NYSP and Ultralyte LR-B vs. ALP in construction zone

A few weeks ago, on my way home from another long day at work, I came across this NYSP LIDAR trap on I-290W in a construction zone. Being tired, I honestly was having trouble reaching for the Control Set to JTK in a timely manner, so apologies up front:
