Even though I have known about the unusual nature of the pulse rate for awhile, I still don't understand from a technological perspective why the 3/10ths of a pulse?

HArder to detect compared to other guns... try putting more guns in the oscilloscope and you'll the that there are some guns that produces more peak and some less. Or more peaks closer together like the Traffic Patrol XR.
