Best Way to Avoid Traffic?

I believe Garmin GPS systems have live updates on traffic on major highways and routes.

I am aware of the "traffic" option under "Avoid" in my Garmin, is this what you are talking about?

I believe so. And as stated a cable with a receiver for data is needed.

Here's what I use around Nashville, TN: TDOT Smartmap

This is also available for other cities. Click the option for "Cameras" and it shows you where all the cameras are located; then hover your mouse over a camear, and you get a pop-up of the current view of the road.
These are still images, not moving, but you can tell how well things are flowing by how far apart the cars are. The cameras can pan and zoom too, and they usually pan them to whichever direction the most traffic is coming from, ie during rush hour in the morning they focus on the inbound lanes, and in the afternoon on the outbound lanes, and during an incident they often zoom in.

I almost always have my laptop on when I'm driving (Its in a Ram mount), and it has an internal 3G wireless (cellular) modem allowing nationwide internet connections, but any smartphone would give you the same capabilities.

Note that these ARE NOT speed cameras in any way, shape or form.

In familiar areas I like to use side streets during rush hour. I will also try to travel before or after rush hour whenever possible. If I have to travel during high traffic times, I will use:

1. (Sometimes) Google maps before I leave
2. AM Radio traffic when I am just starting out
3. The CB just before getting on the Interstate
4. CB en route on the Interstate
5. TomTom GPS 'Avoid Roadblock' feature when I encounter a tie-up along the way, especially in less familiar areas,

When it isn't rush hour, I use mainly the CB (on highways) and GPS 'Avoid Roadblock' feature when needed.

Though they may have a difficult time catching him for doing this. Unless he is unlucky enough that they (the LEOs) have an airplane or helicopter handy.
