Is there a way to reset the whole radar detector so the memory with stored locked out points is cleared. I want to start over, but I don't feel like driving to each of the stored points and unlocking them.

I don't own a 9500i nor have I used one... but I own an Escort X50 and apparently its a similar platform as the 9500i. With that said I know on the X50 you can reset the unit by holding down all 3 buttons on it... and it resets EVERYTHING back to factory settings.
Check your manual and see if this is the case with the 9500i,(I would assume there is some combination of buttons to do this). I dont see why they would have dropped this feature from the 8500 X50 to the 9500i, that said... I wouldn't be shocked if Escort did away with this usefull little feature.
Also (stating the obvious here) call up Escort and ask them.
No. Lockout memory is based on location and signal frequency stored. If you go to a location where you lock out a signal and the source is off, you don't get a spinning sat icon. If you don't have a spinning sat icon, you cannot unlock the stored memory. Resettting the whole unit will only reset it to factory settings but not the stored memory for lockout locations.Originally Posted by genxseven
^^ wow I was afraid of this. I like this detector but its these type of things that annoy me. What if I decide to sell this down the road. The new owner will get a detector with my locked out points? That really sucks!

The more I read about the 9500i the more I am inclined to believe it's still work-in-progress. I would have purchased one by now if the software to allow me to upload my own GPS locations and software updates was available. This would overcome the problem described here. I am still waiting to hear from the Escort people news on whether they will be providing the software and, if so, when.
I called Escort and asked if there was a way to clear out the locations and they said "No" and factory reset has no effect on stored locations.
Thank you, LuvMyG, for taking the time to ring Escort and find this out for us. I hope they fix this problem, and real soon. Under the current design it's bad enough to have to drive to every location to record a setting, it's far, far worse to have to drive there again just to delete it.
