Are they worth $ 250 or not?

They are a good deal at $250 if you have a small to medium sized vehicle which isn't loaded with tons of chrome up front. The ZR3's are rather effective if you also use Veil. Heck, if your vehicle has lots of chrome, just apply Veil to the chrome for vastly improved jamming performance.

I'm actually thinking of getting one, the price I can get it for its totally worth it. Especially since my local use TrueSpeed and my car has no real heavy chrome and the front of my car is small.

I wonder how those would work on my cadillac no chrome at all and very thin headlights.

If your state doesn't require your car to have a front plate, then the ZR3 would be rather effective. Is that Caddy an STS or an SLS? My Dad used to have a green one until it got totaled when he was t-boned at an intersection. Anyway, I recall that the front of his Caddy wasn't all that bad at all from a stealth point of view -- even better than lots of newer small car models which are loaded with chrome up front.

Its the STS, and no plate is required by law in AZ

Now I remember. Yep, my Dad had an STS as well. It was a mighty fine ride until it got totalled. Anyway, the ZR3 should perform fairly well on the front of it. On the back, you would want to Veil the corner cube reflectors which are built into the rear tail light housings, and Veil the clear back-up lights.
