The section in Ontario's Highway Traffic Act that makes detectors illegal to have in a car also has a section that makes it legal to ship the detector as long as its in a sealed manufacturers box.

1) Canadian dollar is lower than the USD, making labor costs less. You manufacture in Cdn Dollars and sell in USD--makes for good business.
2) Beltronics already owned all the high tech manufacturing equipment when Escort bought them.
3) Trained/Educated workforce. These people already know how to make the detectors, there would be a significant learning curve and additional startup costs to transfer production to Ohio.
4)Escort did transfer service/tech support and sales to Cincinnati from Mississauga, which is a dumb decision in my opinion. Why not let the same people fix the detectors that made them?
