Having lived in Northern VA for many years, and in NC for the past 6, I would have to say it's no contest. Imho, VA is far worse. All I have to do is drive across the border into VA and average speeds drop by 10-20 mph. VA drivers have been cowered by years of draconian enforcement to the point that most drive the psl or no more than 5 over. That is what a Gestapo like police force will do to the motoring public. I have literally seen the VA state police setup speed traps every mile on the major highways during one of their "safety operations". I have yet to see anything like this in NC. At least on the major highways in NC, people drive 75-85mph all day long. I know because I've been doing it for 6 years. NC does have the stupid reckless driving law if going over 80mph, but most cops will write you for less if you have a clean record and don't act like an ass.

As everyone mentioned, VA is a whole other ballgame when it comes to RD's.
STi-R would be my first choice.
