No, a laser as to be aimed towards an optimal spot on the car (e.g. front plate and headlights are the favorite target).

Why would they want to? LIDAR guns are expensive enough anyway, and then modify it to be similar to a radar on top of that. Why, because they're bored? :?

At one time there was a portable message sign in Chattanooga that gave me a laser alert on my older V1 everytime I passed it, not just once (I no longer have that V1 as I upgraded/traded it last year). My wife's V1 never got this alert though. I don't think it measured speed as no speed readout was there, just construction messages.

That was probably the multiplex/scan rate of the LEDs causing the laser alert. Some LED signs set off V1s, along with neon signs.

AFAIK, there are no laser speed signs in existence, that I know of. That doesn't mean someone couldn't connect a large display sign to a laser gun and stick it on a tripod though.
If I'm passing you on the right, YOU are in the wrong lane!

If speed kills, how come I'm still alive?

certainly within the realm of possibility, but with speed signs, RADAR gets the job done easily, LIDAR requires aim, AND good financial backing, so why spend more on something that doesnt work as well??
