Found the answer. I new I had seen it somewhere. A friend sent this to me that lives outside of Cleavland.

Some kind of speed camera? Those look like IR lenses/flash.

Well after turning back home I took another side street within 1/2 mile I ran into another one, a block away. Same deal with a white van this time!

I assume we can jam it. Actually, that's kind of cool. Jam without the chance of getting chased by a LEO.
