" [Major US University] Dept of Physics and Astronomy Aug 1998-June 2008, Engineering technician, designer, developer and collaborater for Free Electron Laser Center 50 Megawatt @ 250,000 volts, related to the Strategic Defense Initiative aka Star Wars program....

The OP is the person who is making custom modified jammer heads to attach to existing blinder heads, so I would assume the point is this applicant may be of assistance in that area
