Just curious, but it appears to me that LIDAR allows picking out individual cars at much greater distances that RADAR, but are the LEO's actually doing this?

there's actually a mix between LIDAR and RADAR that you can get distances at a far greater distance its called LADAR
you can capture speeds at 3 miles away from a helicopter or airplane.
