If it is just because you are adding a porous less reflective layer. Wouldn't 3M clear-bra or similar product work better on headlights? No streaks, and no darkening of the lens.

It's more complicated than that. The LaserShield works on that principle but is very grainy to diffuse the light. Veil primarily absorbs IR light. There are several compounds that can do it. Unfortunately they are generally a dark color so it's difficult (maybe impossible) not to see some pigmentation.
That said, I doubt you would see any tangible results with only the clear bra on the headlights. The LIDAR probably wouldn't even notice.
