Depends on your carrier. Usually any ticket you recieve will get you a rate increase if your insurance carrier finds out about it. Some insurance companies do allow you up to so many though before jacking your rates.

Your insurance company will raise your rates if you get points... if they find out about it.
I got some points in PA and the insurance company never checked or found out about it.
I have never seen my rates increase due to points, actually my rates fall ever six months until I get a new car then they go up again.
I asked my insurance guy about this and tickets, He said generally they do not check every person unless you had a prior ticket they knew about. He said they generally check when you have an accident to see if any tickets were issued. If they find a ticket they will keep checking for a period of time then you go back into the random pool.
So if they caught you with a ticket they will keep checking you until some time has passed which you have not gotten a ticket.

Although the violations are reported to PennDOT, apparently they don't penalize you for minor stuff... which is cool. Why can't NJ be like that?

As you will see PA only care about the really bad things you do in other states like Murder, Kill , Death.
The best one is if you do not stop and render help at a scene of an accident and then someone die, that claim they will come after you.
Which mean you must pay it, otherwise PA will come after you. This is true and have been true long before the DLC was in existence. PA had their our reciprocity agreements from way back.
