Not a rolling speedtrap, but I saw 1 HPD unit shooting laser I-10 WB @ Shepherd/Durham area before 610 this morning about 8am.
Crown Vic or Charger probably. The slick top Crown Vic with the stealthed livery shoots on 59 all the time. He sits in the flat under the Hazard bridge shooting cars (Northbound) as they crest the overpass at Shepherd or on the other side shooting cars cresting the overpass at the 527 split. The bridge is a sweet camouflage for the slicktop since it sits in the shadow of the bridge. By the time you see it it's usually too late.

Actually there were two units. Each of them were working independently. One was an older Crown Victoria with regular markings/lightbar (looked like a stock HPD car, didn't even say "Traffic Enforcement"). The other was one of the "ghost" Chargers.
I was pissed because the minute I entered the freeway I saw an HPD unit immediately on the left shoulder (the marked unit) start to open his door and out pops his little laser gun. I exited and U-turned because I wanted to test my recently installed jammer, but by the time I got circled around he had already snagged some hoopty literally within 30 seconds of starting to take readings.
The weekend before I also saw 1 unit working alone shooting Ka I-10 WB almost near Mason / Fry. He had himself a customer. I was headed out that way for a quick errand and sure enough on my way back into town heading eastbound, he was still on the westbound side looking for prey. This unit was also a regular marked police car. I can't remember if it said traffic enforcement or not.
Seems that HPD loves I-10 now that the construction is finished. 9 times out of 10 they will be working the westbound side between 610 all the way out to damn near Katy.

Yeah, The Houston Press also interviewed me for an article they did on HPDs new priority on traffic tickets. Money vs Safety. Rich Connely contacted me because of that link.
I-10 Katy freeway is so thoroughly patrolled I would recommend NO SPEEDING on that stretch that leads from Gessner out the hwy 99. They have been operating the rolling speedtrap out there four out of seven days a week. 9-11/1-6. It's always the same guys.
However, just this past week they have been operating on 59 The Southwest Freeway between Kirby all the way out to Kirkwood. It's such a broad trap the some of the chase cars can pull people over then get back in place for another stop. This is my backyard so I'm always listening to see if they're at work. Fortunately they're still being very liberal broadcasting they're locations.

Man...that's bad news for me. I take 59 north and south every day to and from work. Around what time have they been operating on 59 south? How much over the speed limit do they usually pull over people for?
I've been lucky so far I suppose. I frequently do 75-80mph and have not been caught. I'm still debating on whether to get a police scanner, but don't know a thing about them.
They start up around 7:30 a.m. The spotter cars so far are a silver, black, light blue Taurus, and a black Charger (no spotter or push bar completely stock). I can only assume there is a white charger as well given they have so many. I suspect they may be using multiple spotter cars at the same time but I can't confirm that. As a rule, if they''re operating it's probably best to just coast through that sector. You may never see the spotter car but you'll probably see people pulled over.
My suggestion for simple "Rolling speed traps for dummies" is to get a simple digital police scanner from radio shack. Have them program Harris County frequencies. Then in the morning and afternoon before you commute, turn it on and listen for a few minutes. If one of the rolling traps is in play you should hear something like "blue chevy pickup, speeding, no signal 1 to 2 (those are lane designations), and following too close" If you hear that listen for a cross street. They will almost always coordinate a violator with a cross street like "crossing Bissonett". I doubt it will usually take less than 5 or 10 minutes to confirm an operation working on your commute route. Then you can turn it off and go about your business.
WARNING: If a rolling speed trap is on hold while chase cars get into position or the spotter car has to take a pee brake or anything you could miss a broadcast and get busted so for complete protection you would probably need to keep the scanner on.
My bud AstroCreep has simply consigned himself to not speeding on the RST routes. Which is probably not a bad tactic either since they usually stick to the same areas.
