What is this cop doing? Hiding on offramp...

This LEO was very stealth but I wonder what he was doing? He was too far past the gore point to catch speeders on the freeway. He appears to be too far back from the light to be watching for people running the light. Could he be trying to catch people speeding on the off ramp? Perfectly hidden tucked in between the two walls and I only saw him out of my rear view mirror because I took the exit a bit fast and I'm always a bit spooked passing breaks in the walls. This was at the Fairview exit on n/b 405 freeway in Costa Mesa, CA. The images are stills taken off my dash cam.

ive seen the same (i think) chp underneath an overpass in the brushes sleeping a few times/week for a good 2-3 weeks now
