I guess they are going by city limits only. There are over 120 PDs in Harris County last report I seen. I do see a few that are missing that have jurisdiction inside City Limits like the Rail Road Police & Postal Police.

Looking at the list and saw Harris County Constable Pct. 1, they are very active on the Hardy Toll Road. They work the South half and Pct. 4 works the North half. Pct. 4 is not as agressive as Pct. 1. Pct. 1 also uses LIDAR (no real supprise). Have not seen Pct. 4 using LIDAR as of yet.
Outside Independence Hall when the Constitutional Convention of 1787 ended, Mrs. Powel of Philadelphia asked Benjamin Franklin, "Well, Doctor, what have we got, a republic or a monarchy?" With no hesitation whatsoever, Franklin responded, "A republic, if you can keep it."

Neither Railroad nor Postal Police have traffic jurisdiction. Only criminal laws.

That applies to Special Rangers of the Cattle Association too.

One LEO you do not want to get cross wise with are GameWardens. They have a ton of power down here.
