I presume the "1989" is the model year of the car? It's probably a parade/showoff car (like the DARE cars). I doubt they do active duty in a 21 year old C4.

Yeah, that's would I would assume but my friend believes that it is still used for enforcement...(I would think one of us one have spotted it by now if that was the case.)
