That may be ok if you're idea of riding is to the local hamburger joint but when you're doing a multi day across a couple of thousand miles its time to suck it up buttercup

Riding in the rain is fun!. It's the hail and snow that gets a little sketchy. And I 've done that too.

I'm not using DOT approved tires so I think that's where my problem is. Most of the time there is so much mud on the tires the rubber doesn't meet the pavement.

Now hail and snow is where I'm right at home.

The DOT doesn't approve any vehicle equipment, they just set the federal standards and guidelines.

When I bought the bike the dealer told me that if I get stopped to say I put the tires on myself because the mechanic put his name on the inspection. He said the tires wouldn't pass a "normal" inspection or if pulled over. I guess that's something different?

That could be a State inspection issue regarding size of tires or something, in any event pretty much all tires are DOT *rated*. So long as the rating fits your bike that's all that matters, just remember the DOT doesn't rate the tires, the manufacture certifies by selling the tires that they meet or exceed DOT regulations.
