I'm not up to date on the GPS but I have seen commercials for units that can inform parents if their kids are doing stupid stuff. All vehichle parameters can be measured, not just by the "Big Brother" units either, Onstar anyone. All that is needed to verify vehichle speed is a transmitter in the car and a recorder on someones harddrive, in this case third party would be good. If the good ole boys at Chevy know when your air bag has deployed then there is no reason why they can't know how fast and where anytime. The recording can be done and does not need a real time feed back.....which is what most of us see on the GPS unit in the car. If your unit is good to 1 MPH in the car thats pretty good for an off the shelf unit.
