Is there even an incentive to pay the cops right away? They're getting their salaries through our tax dollars, good enough. These motorists should consider that sending a check in the mail would at least leave them with proof of payment.
bail. when they pull you over, it's an arrest. when you give them your license, you're posting bail. the LEOs probably told them they could post a cash bail and keep their license
