22349(b) is the WRONG section, that section is for 55mph max zones, not 65mph. I think the cop meant 22348(b)..
In either event BOTH are infractions, not sure why the cop marked 'misdemeanor'.
22348. (a) Notwithstanding subdivision (b) of Section 22351, a
person shall not drive a vehicle upon a highway with a speed limit
established pursuant to Section 22349 or 22356 at a speed greater
than that speed limit.
(b) A person who drives a vehicle upon a highway at a speed
greater than 100 miles per hour is guilty of an infraction
punishable, as follows:

drive a vehicle upon a two-lane, undivided highway at a speed greater
than 55 miles per hour unless that highway, or portion thereof, has
been posted for a higher speed by the Department of Transportation or

(1) A two-lane, undivided highway is a highway with not more than
one through lane of travel in each direction.
(2) Passing lanes may not be considered when determining the

He was probably very polite and the cop cut him a break. I would bet the cop was so impressed with the car, and the fact he did it at 130am in probably very light to no traffic. Easily could have impounded the car and taken him to jail for that speed.
Interesting... I know one time a group of 4 of us got clocked at 147 in centeral california on our motorcycles, and the rider at the rear was the one the cop stopped (mainly cause the other 3 of us didnt shut off). He got a severe arse chew from the cop, but let off with a warning. We kept calling him from 5 miles up the road on his cell phone asking whats the cop gonna do , is he coming after us next etc. We were all on our way to the Superbike races @ Laguna Seca.

The 73 just begs you to speed. It is probably no more than 12 miles long at the toll road portion but is one of the few freeways that often has very light traffic and has nice smooth rolling hills and turns. I was nabbed once in that same area but @ only 82. LEO said radar showed 85 but didn't get a lock until 82. This was before my 9500ix when I ignored the beeps leading up to the ticket. I hit the brakes hard when I came around the turn and spotted him but not enough time to scrub off much speed. Rare not to see at least 1 or 2 CHP along the 73. I'm more cautious now and don't speed coming around the bends where I don't have a clear view ahead. See LEO there too often to risk I/O or laser hit around the turns.

If I had a V1 and could tell the direction and can't see the leo ahead or behind me(whichever direction the radar is coming from) and was doing 200mph+ and got a C/O alert, I would hit the brake light kill switch and take the next exit so long as the leo wasn't in sight.. and I think that would be a "save".
Yeah, even I don't drive much over the PSL on the 73. It's rare to get through there without detecting at least one CHP running radar. Just like 604nm says, there are plenty of hills and sweeping turns that are perfect for setting up speed traps on that freeway. It's a toll road that has very light traffic, so it's difficult to find a good rabbit. At 1:30 in the morning, the road was probably completely empty.
