Park zones have been established in those areas, dropping the speed to 20 miles per hour when there are people in the parks.

"It's similar to a school zone, if you really wanted to equate it to anything," Thornley said. "It's a school zone for parks."

great now we have to deal with this popping up all over, whats next shopping mall speed zones near malls?

why don't they make the state speed limit 20 mph then they can really rake in the money...

"Priory is unique because, unlike at Keystone, there's no fencing along the street, Sletten said. That means people can cross out onto Division at just about anyplace"

Then why not ticket the pedestrians for jaywalking?

They can make more revenue by putting up an underposted speed limit and ticketing drivers.
If I'm passing you on the right, YOU are in the wrong lane!

If speed kills, how come I'm still alive?

"There's an epidemic going on, definitely around our area, where everybody is always in a hurry and they don't necessarily want to obey road signs and traffic laws, and that's unfortunate," Thornley said.
Sounds like there's also an epidemic of people
    "sneaking out between the cars"
    and
"people [crossing] out onto Division at just about anyplace."
Jaywalking is a traffic law too......

    Or build a fence?
