If you want a law changed, the best way is to enforce it strictly.
I don't know if that has to do with this or not, but it makes me ask ... why else?

That article makes absolutely no sense to me!
It doesn't clearly say why they are ticketing themselves?
Is it because they don't believe in the parking laws? If so, say it!
Who are these local authorities? Are they Council members?At least six local authorities have issued tickets against their own vehicles - then refused to pay the fines to themselves.
Then this:
