There is so much bull crap in this story. The "chief" says its strictly for safety.
Is it a coincidence that you're chief and the city clerk/administrator?
In your 1 hour survey you clocked over a 100 vehicles above 70 mph. Maybe the speed limit is too low.
I heard a while back you need money for a new city hall. I guess your going to roll it in now.

I thought that somewhere I had read where these Speed Cameras run off X band. Is this true?

No it seems they are not running any type of radar band. More like video/speed calibration type system. Ill post an Example here when I can find it.

Its either done directly from the camera lens or sensors. I'm pretty sure the camera first calculates where it sees your car, then sees its new location and calculates it again. Basically, its a form a vascar. Police Chief, City Clerk and City Administrator Tony Umbertino says its all for safety in his 440yd stretch of highway.

Take it from someone who was married to a Charlack officer, the city completely depends on traffic fines. If the officers didn't produce, well then they weren't pulling their weight. I don't know about Chief Umbertino, he was a good guy when I knew him, but believe me that city has had more than it's fair share of corruption.
Way back in the 90's the police chief at the time discovered a nice little cash cow. If they caught even so much a joint in your car they could confiscate it and keep it using a law that allows cities to auction off property that "may" have been gained with drug money. The police chief at the time, of course, kept a Cadillac as his personal car.
My ex-husband decided enough was enough when the police chief had them dismantling a car on the side of St. Charles Rock Rd looking for "enough drugs" after finding a roach in ashtray of a vehicle. He quit 3 weeks later.
Like I said I don't know about current administration but in the not so distant past it was as scummy as it comes.
