officers investigating the relationship of the two incidents found that the man who introduced himself at the police station had destroyed the camera.They only catch the stupid ones.

That article makes little sense though. Something is missing.
Why would that guy go to the LEO station after smashing the speed cam?
Why was he confused?
Why couldn't he remember where his car was?
Was he gonna report his car stolen at the LEO station?
Drunk? Plastered? Inebriated? Stoned? Stiff?
If so, why wasn't he initially arrested at the LEO station for public intoxication instead of later that afternoon?
Or is this guy just plain Stupid?
