    How can they say you can't drive on a public road. Thats like giving you a ticket for going down a residential street just because you don't live on the road and are not visiting anyone. I will be interested to see the criteria they are going to use to give you ticket, this sounds like real garbage.

    x2. but LEO's do love to use this to stop people, just watch any episode on COPS. heck it happened to me in college, my parents were driving me back to school one night (I went on spring break and left my car there) and we were stopped for being an "unfamiliar vehicle in the neighborhood" such BS it was a block from the university located in a major city.

    Beginning in July, the Metropolitan Washington Airports Authority will have the authority to hire a private company to operate a photo enforcement system that would mail tickets worth a maximum of $600 each to the owners of vehicles accused of using the Dulles Access Highway while not on "airport business" (view legislation). This fourteen-mile free road is adjacent to a toll route, but is designed solely for the use of people driving to Dulles international Airport or patronizing a nearby hotel and gas station. The authority intends to raise a significant amount of money by accusing motorists of improperly using the road. The airport authority has not explained how it will know whether the road's users have a legitimate purpose or not, but the law leaves it to ticket recipients to prove their own innocence.
    what constitutes airport business and how do you prove it?

    well I guess you could fill up with a gallon of gas each time you use the road and save the receipt for when you get a ticket. that would be proof enough to show.

    still don't understand how they can tell tax payers they can't use a road paid for with tax dollars and fine them if they do.

    It sucks when it doesn't matter if the GOP or the DEMS are governor of Virginia. Bob McDonnell is current Virginia governor and a republican, he is trying this crap. The former governor of Virginia Tim Kaine a democrat was all for those "abusive driver fees", you know the ones that only applied to Virginia residents and it would add an extra thousand or so dollars to your ticket. Virginia's driving laws and regulations are so f*cked up, it is beyond repair, doesn't matter who is in charge of the Communistwealth.
