Intended to avoid communities shortening the length of their yellow times, the new law requires yellow light duration to be at least three seconds.

yeah the thing I have always wondered is why don't they just make a longer delay between the light that just turned red and the light that is going to turn green, cause they change at the same time, why can't all the lights on the corners be red for about a second or two? Get what I mean?
