Hmm interesting having a concussion can cause the same thing, my daughter had a concussion and this is test to determine if someone has a concussion.

True story: the Maryland State Police thought I was "high or something" because I didn't do so hot on that test one night. It's not like being young, nervous, tired, and accused of being a drug runner would have any effect, right...

Fortunately they had the sense not to haul me in just for that.

I swear MD must think every out of state speeder is a drug runner, they harassed me years ago for being a "drug runner" when I was 18. two of them spent an hour going through my car looking for Drugs and guns to find nothing.
