The National Motorists Association comes up with speed trap lists and articles constantly. I think they use two things: overall amount of citations written and citations written, proportional to total population. That way they determine the amount of citations written per person or per 1000 people or what have you. However, it looks like this list is based on user-reported speed traps and not citation numbers according to the title: Cities With Most Speed Trap Reports
This is why these lists really never surprise me...many of those areas are small or large cities, but surrounded by relatively large metro areas. When you have a city with a population of 100,000 but the metro area around it (and people commuting within it) exceeds 1 million, there's gonna be a ton of speed traps since there's probably hundreds of thousands of people using their highways, commuting into town to see sports games or go shopping or work or whatever. Plus, I don't know about all of the cities listed but of the ones I recognized, most were very large areas that would have a wide range of places for officers to enforce traffic.
There's a lot of well known speed trap towns but they don't make this particular list as it's based on the number of locations and not the number of citations. Small speed-trap towns generally only use a few locations, not the hundreds that you would find in a major city. If you go on NMA's website you can find the reports that list places like Waldo, FL on them.

According to the NMA, Toronto, Ontario is the worst speedtrap city in North America. Apparently you have a better chance of seeing a speedtrap in Toronto than you do in New York, Los Angeles and Montreal combined!

Every city, town, county, etc. in the police state of Virginia should have been included in this report. If space was an issue, a simple "ENTIRE STATE" would suffice.
