    Just about every town in PA that wants one of these has it...you can get one through a grant from Drive Safe PA/Buckle Up PA.

    They serve only a limited purpose though...for more than anything else, they help with traffic engineering studies to determine the percentile speeds of a road. Their real-world value is little...I've had the opportunity (I use that word loosely) to sit and monitor one of these for a whole day and found that while some people do slow down at seeing them, most do not - regardless of what speed they're going. They might not care or might know nothing can be done to them as a result of speeding by it, I don't know which.
