Biehl doesn't like it when people suggest this is about cash, not stopping crashes and speeding. He says fines are what make people change their behavior and that can save lives, which is the goal.

if a police department/city/state said they were going to donate 100% of the funds raised from the fines to charity then maybe I would believe them when they say its not about the money.
