I'm willing to bet that system will make the intersection more dangerous. I'm familiar with the traffic light's behavior on my usual routes - I'd be very surprised to see them act differently.
1-2 seconds makes a difference? Doesn't anyone actually look before they go?

John Osbourn of the Marysville Police Department, the system predicts when drivers are likely to run a red light, then holds cross traffic in all directions until the violator clears the intersection. "If we can take the other half of the equation, or accident, out by holding the red light by 1 or 2 seconds, then we've made our roadways safer," he says.
Sgt. Osourn better watch out or his job and his most likely generous pension are history!
All they're trying to do is make it sound like RLC's are "for your own good" so you shouldn't oppose them. You don't need a RLC to do this. There are a few intersections around here with just the little miniature cameras for controlling the light that vary the yellow time based approaching traffic. If it doesn't detect any vehicles, the yellow lasts a really short time, like 2 seconds, but if there's someone coming it stays yellow longer.
But it's so much more profitable if you make it turn red and send out a ticket instead...
