Yes and no... StealthStalker could give you more details on this... and we don't know what she died from but I've heard the following to explain this 'phenomenon':

Generally the person who isn't psychopathic/drunk/high etc... is the person who before impact BRACES for it and tightens up and contracts all of their muscles to an unreal extent... thus when impact occurs there is no 'give' from the body of the individual (victim) who is being crashed into... because their natural response is to brace for impact which essentially means all impact force that occurs on their body causes substantial injury to the rigid structure.

Conversely, the person who is off-the-rocker who causes the accident, either doesn't care, or doesn't comprehend what is about to happen, so their body stays relatively relaxed, and thus, the impact force is somewhat cushioned by the body, or absorbed slowly, rather than a massive single blow to a rigid frame...

That is my (admittedly rudimentary) understanding of why the scumbag is often the one who doesn't die in these accidents (along with the vehicle they are traveling in and a bagillion other factors etc)...
