    I have to agree that lengthing the yellow may causes some other undesired affects, like people getting use to the longer yellows and start misjudging the time again. But the bigger issue is the fact that all state and town are not uniform. If all you are use to are light set to normal times and then you run into short time ones which they exist all over the place you will run those lights all the time and this is what the RLC companies are taking advantage of.

    Capitalism = shorter yellow-light times: increased revenue and increased rear-end collisions (more $$ being spent on citations, repairs and insurance)

    Community = realistic[pre-predatory practice] yellow-light times; fewer citizens classified by the bureaucracy as bad drivers, fewer citations issued, fewer rear-end collisions, less cost to citizens, less revenue to the Corporotocracy
