The article's author is an a$$. He should get his facts straight. Its very easy for the driver of a large truck or bus to clip a cyclist / pedestrian / or even a car and not KNOW that he hit them. Thats the key. He didn't know when he left the scene. Thats why they're called accidents. There was no intent. Most of the driving public would be in jail if the author had his way.
