I am training my daughter not to stop for ANY unmarked LEOs. She will drive the PSL, call 911 and drive to the nearest PD or Hospital before she stops for that BS. Fortunately in TX that you are allowed to do that with unmarked LEOs.

Let me give you a LEO's perspective. First as far as getting cited, well yes they can its all about what the LEO's observations were. Remember he she has to be able to articulate in a court of law why you were in violation. The method that the LEO uses whether radar or something else has to meet the standards of the courts. Most LEO's are quite knowledgeable about what information they need for a conviction & are generally pretty good at presenting in it court (remember they get a lot of practice). You might run into a less expereinced LEO & maybe you can beat it. I can only speak for my jurisdiction, even if you get a dismisal you still have to pay court costs. If you lose you pay court costs plus the fine, so you have to be really sure if its worth it. If your lucky the LEO will have to be some where else & you will get it dismissed.
As for not pulling over for what we would call a "concealed code-3 unit" (unmarked) I too have daughters & a wife that I worry about. At the very least stop where there is alot of lighting/people etc. If you just do not stop what may happen is that then the unmarked call will call for assistance & marked units will then begin to pursue you. Depending on your actions at that point you may be taken from your car at gun point & handcuffed. So when you give advice to anyone about this do so with caution. Hope this helps drive safe 8)
I believe I read in the paper around here (Chicagoland), if motorists don't want to pull over, they should put on their 4-way flashers and head to an area where they feel safe (i.e. busy gas station, police station, etc.).
