I don't have one and don't know how they work, but someone in my apt complex has the distorter and it looks okay, although even though it gets blurry when viewed at from the side, there are places I can still read the numbers. And he has it on the front plate when all the cams around here photo your 6 :roll:

In any case, whether or not such items will work for you is very situationally-dependent.
Yes, there are cameras for which such devices will work - but there are also many more for which it won't.
The recent Mythbusters test, using modern speed-camera equipment, busted these types of passive protection (including everything from these optical covers to various sprays, both commercial and home-brew) conclusively.
Also, even road-conditions/ambient conditions can cause "variable protection" to be had from such devices (i.e. if a dip or rise in the roadway, plus your vehicle's positioning, happens to make it just-so that the camera *could* read your plate).
I don't consider this type of protection consistent enough to be called true protection.
Furthermore, they may incite the fury of enforcement personnel - from just about any off-angle, it is readily apparent, even from up to 30 ft. away, that you've done something rather suspect to your plate. Additionally, in strictly-enforced "no plate cover" areas, this just won't fly.
If you want to protect yourself against such enforcement, you should consider the use of a GPS-enabled device which can warn you of such upcoming areas of enforcement. Alternatively, get a "flip-up-plate," but again, this may garner some rather strict punishments from enforcement personnel, should you be observed using it.

Yes, they'll work for some of the more outdated equipment, but even then, consistency is still suspect.
