Probably because the Cobra initially thought that it was filtering out another Cobra!

Yeah, my prime suspect would be overzealous filtering. It's a shame though -- from most of the tests it seemed like the actual sensitivity of the Cobras when they worked is enough to get by, but the fact that they don't work with any certainty makes it an unsuitable detector for anyone.
