    As police scanner: BCD396T (handheld) or BCD996T (stationary but with GPS capability) are the best... now there is another one on the market, digital like the other two, GRE PSR500...
    As CB Radio, any RELIABLE and in good condition CB radio will do the job, handheld or stationary, the ANTENNA is the one that makes the real difference in TX/RX range, Wilson 1000 or 5000 are the best...

    First of all, a CB radio does not scan LEO frequencies. Once in a great while you may hear an LEO use a CB radio but those times are few and far between and you may not even know it's an LEO. That being said, I have no recommendation as far as a scanner goes, as I am not very experienced with them.

    CB=TRUCKERS and SCANNER=LEOs

    Again, you and I agree. I have been using a Wilson 1000 trunk lip mounted antenna for a few years now and I could not have made a better choice.
