Are you sure it is digital ENCRYPTION? Digital ENCRYPTION is not the same thing as a digital radio system. Digital systems are easily scanned. Digital encryption... forget it.

Bummer! I'm a little surprised, because that is extremely rare. Not only does the media usually make a big stink about it, citing "right to know", "Freedom Of Information", and "open government" theories, but it also usually makes communications less reliable. More than a couple of encrypted systems have given up on it and converted back after officers complained about potentially life-threatening failures.
I agree, I am a little peeved that the County Gov't that had to dip into seized drug money to pay county prosecutors had enough money ($700 extra per unit) to encrypt police transmissions. I can understand some units may need encryption (SWAT, undercover, etc) but regular traffic and police patrols do not need it and should not have it. The public can be very helpful in some situations if they are aware what is going on.
