If its around town you might be able to slow to the PSL but I'd doubt you'd have the time at highway speeds. Also, if they aren't shooting >800ft, you're toast.

You may be right regading VEIL but dark/shaded headlight covers can get you a ticket in some places while "dirty" headlights won't.
