for the front i am going to have to use double sided tape. Im also going to zip-tie it as well.
My question is i bought some double sided tape, but is all double sided tape water proof? This one doesnt say it on it.
^ No, not all such tapes are waterproof.
The 3M Automotive Trim/Molding tape is an all-weather tape that's used for many OEM purposes (from secondary attachment of various aero or decorative trim-pieces to emblems), and some of the stuff listed here by others are also all-weather tapes, but no, you can't just assume that any and all double-sided tapes are.

Rubbing alcohol will be just fine - just be sure to use a lint-free cloth.
Pre-clean the area with mild soap and water and a lint-free cloth to begin with, though. And then hit it with the alcohol. Allow the alcohol to dry.
If it's particularly cold in your area, immediately before affixing the tape, use a standard hair-dryer (*NOT* a heat-gun!) to pre-warm the areas of contact to what would feel like normal room temperature to you. This will help the initial adhesion.
AutoZone is a sure bet. Just look in their adhesives or paint/prep lanes. Or, even easier, just ask the service reps. there for double-sided "3M Automotive Trim/Molding tape."
It'll come in a blister pack, with black cardboard backing, white and yellow lettering. The blister pack is clear, so you can see through to the tape roll, which itself should be gray colored, with red backing (so you'll see a "snail" like shape of alternating red/grey/red coloring).
Oh, and BTW - I wanted to post this before, but I got distracted.

I'll going to be setting it up tomorrw if its warm ill post the pics if its done. hopefully get to test it out

ok well now that im going to be working to tape i am more flexable on where i can put them... so here is the picture. On the bottom it will be lot easier to make center and it will level itself out..it will be a little inside about 2.5 to 3.5 inches from the head to the front of the bumper...or on the top part, same it will level itself and center will make it lot easier. only diffrence is his is closer to the front of the bumper..
on the bottom they will be all the way to the back, not where the blue and the black meet
im thinking bottom will be easier and better

I told you not I put the sensors there. Now anyone can easily rip the sensors your bumper. Also, you do NOT want to block that area. There is a reason why Dodge made the bumper like that. Orginally there was not going to be holes there but the motor kept overheating when the engineers were on the test track.
